Users cannot update monthly report indicators due to duplicate monthly reporting periods


When trying to update a monthly activity, the value is changed and saved. When the user refreshes the page to verify the record, the value has returned to its original value.

Steps to reproduce:

  1. Sign in with valid credentials

  2. In Data Entry open the form

  3. Filter on the geography

  4. Open the monthly table for the selected record

  5. Update the record and save

  6. Verify the changed value

Expected behavior: When a user updates the record, the value should remain the new value and not return to the old value.
